I agree here: sexy is about the person and the presentation. This woman certainly has some specific flaws which would make her a hard-OFF for 50%+ of most folks - no judgement!

BUT... everyone deserves to feel sexy, and there ARE folk who see past or look past those flaws...and I must say that the photo is itself quite erotic, no matter the state of the model. IMHO
