I can not join the group

I want to join any group, but when I click on the icon of the group, leave a message that I do not have sufficient privileges. But I can see what other users have successfully composed in different groups. Why is that ? And how can I join a group? :(

Groups have been turned OFF, its not to be used as part of vbulletin forum.

but its going to be added on the new site soon enough after launch.
